{"id":2757,"date":"2021-06-09T18:05:37","date_gmt":"2021-06-09T16:05:37","guid":{"rendered":"https:\/\/www.stop-genedrives.eu\/?p=2757"},"modified":"2021-06-15T15:39:49","modified_gmt":"2021-06-15T13:39:49","slug":"european-parliament-calls-for-ban-on-gene-drive-technology-2","status":"publish","type":"post","link":"https:\/\/www.stop-genedrives.eu\/en\/european-parliament-calls-for-ban-on-gene-drive-technology-2\/","title":{"rendered":"European Parliament calls for ban on gene drive technology"},"content":{"rendered":"<h2><span class=\"markedContent\"><span dir=\"ltr\">Report on the EU&#8217; Biodiversity Strategy for 2030: <\/span><\/span><span id=\"page3R_mcid4\" class=\"markedContent\"><span dir=\"ltr\">Precaution prevails <\/span><\/span><span id=\"page3R_mcid4\" class=\"markedContent\"><\/span><\/h2>\n<p><span id=\"page3R_mcid5\" class=\"markedContent\"><\/span><span id=\"page3R_mcid6\" class=\"markedContent\"><span dir=\"ltr\">9.06.2021, Berlin <\/span><span dir=\"ltr\">&#8211;<\/span><span dir=\"ltr\">The European Parliament <\/span><span dir=\"ltr\">yesterday <\/span><span dir=\"ltr\">confirmed<\/span> <span dir=\"ltr\">it\u2018s precautionary stance <\/span><span dir=\"ltr\">towards <\/span><span dir=\"ltr\">the use of a new genetic engineering <\/span><span dir=\"ltr\">technology <\/span><span dir=\"ltr\">called gene drive<\/span><span dir=\"ltr\">.<a href=\"#_edn1\" name=\"_ednref1\">[i]<\/a> In it\u00b4s report on the <\/span><span dir=\"ltr\">EU\u2019s Biodiversity Strategy <\/span><span dir=\"ltr\">for 2030<\/span><span dir=\"ltr\">, <\/span><span dir=\"ltr\">adopted <\/span><span dir=\"ltr\">at <\/span><span dir=\"ltr\">the European Parliament\u2019s p<\/span><span dir=\"ltr\">lenary on <\/span><span dir=\"ltr\">08.06.2021<\/span><span dir=\"ltr\">, <\/span><span dir=\"ltr\">Parliamentarians demand that <\/span><span dir=\"ltr\">\u201e<\/span><span dir=\"ltr\">no releases of <\/span><span dir=\"ltr\">genetically engineered gene drive <\/span><span dir=\"ltr\">organisms should be allowed, including for nature conservation purposes, in line with the <\/span><span dir=\"ltr\">precautionary principle<\/span><span dir=\"ltr\">.\u201c <\/span><\/span><span id=\"page3R_mcid7\" class=\"markedContent\"><\/span><span id=\"page3R_mcid8\" class=\"markedContent\"><\/span><\/p>\n<p><strong>Mareike Imken, c<\/strong><strong><span dir=\"ltr\">oordinator of the European Stop Gene Drive Campaign welcomes this <\/span><span dir=\"ltr\">decision <\/span><span dir=\"ltr\">and <\/span><span dir=\"ltr\">comments<\/span><span dir=\"ltr\">:<\/span><\/strong><span dir=\"ltr\">\u201e<\/span><span dir=\"ltr\">With its position today, <\/span><span dir=\"ltr\">the European Parliament <\/span><span dir=\"ltr\">recognizes that <\/span><span dir=\"ltr\">this technology raises a series of scientific, regulatory, societal and ethical questions and <\/span><span dir=\"ltr\">concerns. As its use could <\/span><span dir=\"ltr\">severely <\/span><span dir=\"ltr\">harm biodiversity, <\/span><span dir=\"ltr\">the European Parliament <\/span><span dir=\"ltr\">call<\/span><span dir=\"ltr\">s <\/span><span dir=\"ltr\">to <\/span><span dir=\"ltr\">postpone any environmental releases until these questions have been addressed <\/span><span dir=\"ltr\">and settled<\/span><span dir=\"ltr\">. <\/span><span dir=\"ltr\">This is an important message <\/span><span dir=\"ltr\">that should feed into the <\/span><span dir=\"ltr\">ongoing discussions <\/span><span dir=\"ltr\">about global <\/span><span dir=\"ltr\">regulations <\/span><span dir=\"ltr\">at <\/span><span dir=\"ltr\">the <\/span><span dir=\"ltr\">next meeting of the International Union <\/span><span dir=\"ltr\">for Conservation <\/span><span dir=\"ltr\">of Nature <\/span><span dir=\"ltr\">(<\/span><span dir=\"ltr\">IUCN<\/span><span dir=\"ltr\">) <\/span><span dir=\"ltr\">in <\/span><span dir=\"ltr\">September in Marseille <\/span><span dir=\"ltr\">and those <\/span><span dir=\"ltr\">of <\/span><span dir=\"ltr\">the Convention on Biological Diversity <\/span><span dir=\"ltr\">in <\/span><span dir=\"ltr\">October <\/span><span dir=\"ltr\">in <\/span><span dir=\"ltr\">Kunming, China<\/span><span dir=\"ltr\">.\u201c<\/span><\/p>\n<p><span id=\"page3R_mcid9\" class=\"markedContent\"><span dir=\"ltr\">27<\/span><span dir=\"ltr\">civil <\/span><span dir=\"ltr\">society and science organizations from across the EU <\/span><span dir=\"ltr\">had <\/span><span dir=\"ltr\">sent a <\/span><span dir=\"ltr\">letter to Parliamentarians <\/span><span dir=\"ltr\">in support of the amendment ahead of the vote<\/span><span dir=\"ltr\">. It <\/span><span dir=\"ltr\">\u201e<\/span><span dir=\"ltr\">provides <\/span><span dir=\"ltr\">reasonable suggestions on how to <\/span><span dir=\"ltr\">implement the European Parliament\u2019s previous position <\/span><span dir=\"ltr\">in its resolution on the 15th meeting of <\/span><span dir=\"ltr\">the Conference of Parties (COP15) to the Convention on Biological Diversity <a href=\"https:\/\/oeil.secure.europarl.europa.eu\/oeil\/popups\/ficheprocedure.do?lang=en&amp;reference=2019\/2824(RSP)\">(<\/a><\/span><\/span><span id=\"page3R_mcid10\" class=\"markedContent\"><span dir=\"ltr\"><a href=\"https:\/\/oeil.secure.europarl.europa.eu\/oeil\/popups\/ficheprocedure.do?lang=en&amp;reference=2019\/2824(RSP)\">2019\/2824(RSP<\/a>)<\/span><\/span><span id=\"page3R_mcid11\" class=\"markedContent\"><span dir=\"ltr\">\u201c.<\/span><\/span><\/p>\n<p><span id=\"page3R_mcid12\" class=\"markedContent\"><span dir=\"ltr\">In that previous position<\/span><span dir=\"ltr\">, adopted in January 2020, <\/span><span dir=\"ltr\">the European Parliament had <\/span><span dir=\"ltr\">called <\/span><span dir=\"ltr\">\u201c<\/span><span dir=\"ltr\">on the <\/span><span dir=\"ltr\">Commission and the Member States to call for <\/span><span dir=\"ltr\">a global <\/span><span dir=\"ltr\">moratorium at the COP15 on releases of <\/span><span dir=\"ltr\">gene drive organisms into nature, including field trials, <\/span><span dir=\"ltr\">in order to prevent these new technologies <\/span><span dir=\"ltr\">from being released prematurely and to <\/span><span dir=\"ltr\">uphold the precautionary principle<\/span><span dir=\"ltr\">, which is enshrined in <\/span><span dir=\"ltr\">the Treaty on the F<\/span><span dir=\"ltr\">unctioning of the European Union as well as the CBD<\/span><span dir=\"ltr\">\u201c<\/span><span dir=\"ltr\">.<\/span><\/span><\/p>\n<p><strong><span id=\"page26R_mcid1\" class=\"markedContent\"><span dir=\"ltr\">Background <\/span><span dir=\"ltr\">information:<\/span><\/span><\/strong><span id=\"page26R_mcid2\" class=\"markedContent\"><\/span><span id=\"page26R_mcid13\" class=\"markedContent\"><\/span><\/p>\n<p><span id=\"page26R_mcid14\" class=\"markedContent\"><\/span><strong><span id=\"page26R_mcid15\" class=\"markedContent\"><span dir=\"ltr\">Text adopted <\/span><span dir=\"ltr\">in the report on the EU Biodiversity Strategy for 2030: Bringing nature <\/span><span dir=\"ltr\">back into our lives (<\/span><\/span><span id=\"page26R_mcid16\" class=\"markedContent\"><span dir=\"ltr\">2020\/2273(INI)<\/span><\/span><span id=\"page26R_mcid17\" class=\"markedContent\"><span dir=\"ltr\">)<\/span><span dir=\"ltr\">:<\/span><\/span><\/strong><span id=\"page26R_mcid18\" class=\"markedContent\"><span dir=\"ltr\"><strong><a href=\"#_edn2\" name=\"_ednref2\">[ii]<\/a><\/strong><\/span><\/span><span id=\"page26R_mcid19\" class=\"markedContent\"><\/span><span id=\"page26R_mcid20\" class=\"markedContent\"><\/span><span id=\"page26R_mcid21\" class=\"markedContent\"><\/span><\/p>\n<p>The European Parliament,<\/p>\n<p><span id=\"page26R_mcid22\" class=\"markedContent\"><\/span><span id=\"page26R_mcid23\" class=\"markedContent\"><span dir=\"ltr\">148. \u201c<\/span><span dir=\"ltr\">Is concerned about the new leg<\/span><span dir=\"ltr\">al, environmental, biosafety and governance challenges <\/span><span dir=\"ltr\">that might arise from the release of genetically engineered gene drive organisms into the <\/span><span dir=\"ltr\">environment, including for nature conservation purposes; acknowledges the outcome of the <\/span><a href=\"https:\/\/www.cbd.int\/doc\/c\/a763\/e248\/4fa326e03e3c126b9615e95d\/cp-ra-ahteg-2020-01-05-en.pdf\"><span dir=\"ltr\">Ad Hoc Technical Exper<\/span><span dir=\"ltr\">t Group of the Convention on Biological Diversity on gene drives and <\/span><span dir=\"ltr\">living modified fish<\/span><\/a><span dir=\"ltr\">, which raises concerns about the difficulties of predicting their behavior, <\/span><span dir=\"ltr\">assessing their risks and controlling them after release; notes that gene drive organ<\/span><span dir=\"ltr\">isms could <\/span><span dir=\"ltr\">become invasive species in themselves; considers that global and EU<\/span><span dir=\"ltr\">&#8211;<\/span><span dir=\"ltr\">level risk assessment <\/span><span dir=\"ltr\">guidance materials, tools and an environmental monitoring framework, as well as clear global <\/span><span dir=\"ltr\">governance and effective mechanisms for controlling and revers<\/span><span dir=\"ltr\">ing the effects of gene drive <\/span><span dir=\"ltr\">organisms, should be fully developed, and that additional research is required on the health, <\/span><span dir=\"ltr\">environmental, ecological, ethical and other implications of gene drive organisms to better <\/span><span dir=\"ltr\">understand their potential impact; consi<\/span><span dir=\"ltr\">ders therefore that no releases of genetically <\/span><span dir=\"ltr\">engineered gene drive organisms should be allowed, including for nature conservation <\/span><span dir=\"ltr\">purposes, in line with the precautionary principle <\/span><span dir=\"ltr\">;
